Position Summary:

The ideal candidate will join a vibrant and inclusive educational community and have a desire and ability to work with a diverse population.

The Director of Community Education and Workforce is a new position that will build out engagement and non-credit certificate education programs to support all immigrant newcomers, non-traditional adult learners, and recent ELL high school graduates in the community. The end goal for all engagement and enrollment is completion of ELL and workforce skills certificate training programs and beyond. The director will continue to develop and support the success important infrastructure and curriculum that supports newcomers to communication proficiency and job success cocurricular ESL and Skills Based certificate training and new workforce certificates. Focus areas of intensive non-credit coursework to be continued and scaled under this new director are new trainings for working families, pipelines to careers for immigrant laborers and new ELL graduates from high school. The Director will continue to build out the intensive ELL language bridge, leadership communication, administrative career skills, written management skills, Auto Damage Adjuster, Newcomer Cultural Exploration, pipeline to Behavioral Health, Pipeline to Early Childhood, Pipeline to Hospitality, Pipeline to Property Management, Pipeline to Green Energies, Pipeline to Healthcare Suite.


In addition to new program, coursework development and support, this administrative role will focus on the supervision of staff members and faculty, lead grant budget and management. Coordinate and develop student interns, professional interns and volunteers. The new director will be a liaison for the data coordinator and help oversee the management of the registrations, tuition and purchase approval. The Director will lead an annual Forum on Immigration Workforce Summit and participate in and create new community events. This position will also be a key leader at MassBay and collaborator for community events, onramp bridge to industry kiosks, partnership fairs and assimilate as a participant into successful events upon partner requests.

Key Responsibilities and Duties:

• Provide daily support and supervision of program staff members and area faculty including full-time and part-time instructors, program assistants, and volunteers;
• Lead grant writing initiatives for federal, state, city, and contract training proposals, including setting up special initiatives such as the National Immigration Forum program for workers and English language classes for employees for industry partners both on and offsite;
• Help to oversee the various grant budgets; including payroll, expenditure tracking, and reporting;
• Develop strategic plans for meeting funder requirements as related to reportable categories such as enrollment, pre-and post-testing, and average daily attendance to ensure outstanding program evaluation and continued refunding throughout the grant cycles;
• Supervise successful delivery of ESOL instruction for grant-funded programs for immigrant adults in Citizenship, Civics as these programs grow and develop;
• Act as one of the team members to liaise between the CPWDCE department, the college and university leadership, and the professional teams;
• Serve as an expert and coach on CPWDCE program mission and approach to student support and instruction;
• Oversee student workers and volunteers working with CPWDCE and the Institute;

  Ensure accreditation for all certifications;
• 
  Collect and Analyze Data, write data-driven reports.

Required Qualifications:

• Master’s Degree;
• Programming experience building ESL bridges, language workshops and working with community and industry partners;
• Experience building credit and non-credit programming in higher education outside of the traditional higher education system;
• Significant experience in budget management with extensive experience managing grant budgets and state system budgets;
• Ability to generate reports and maintain compliance with multiple grants from multiple funders;
• Ability to support external constituents from many diverse backgrounds, prioritizing varying agendas;
• Able to work evenings and weekends and travel regionally;
• Ability to direct, promote and manage large community events;
• Experience supervising multiple staff members in multiple sites at the same time;
• Ability to research and solve problems as barriers present themselves;
• Skills in prioritizing multiple tasks, organizing and working with technology LMS and CRM;
• Experience building successful immigrant programming and advocacy supports across regions;
• Existing relationships with state agencies and funders.

Preferred Qualifications:

• Sensitivity and commitment to the goals of Affirmative Action and workforce diversity;
• Experience working in a diverse environment;
• Demonstrated commitment to working with underserved students;
• Bilingual in Spanish;
• Superior experience building community programs through a Community Development lens;
• Proven success in leading projects following statewide initiatives or large regional programming;
• Advanced skills in Salesforces, Excel, and Coursestorm;
• Demonstrated ability to work effectively with Newcomers, refugees, English language learners, adult learners, new graduates, and students who need support to enroll in certificates and college.

Additional Information:

Salary Range: $98,000 - $108,000 annual salary
