Job Description

Under the strategic leadership of the Vice President of Institutional Advancement, the Director of Information Technology (IT) provides visionary leadership and strategic direction for the management, implementation, and integration of technology across all academic, instructional, and administrative functions of Northeastern Technical College. This role is responsible for developing and executing IT strategies, policies, and operational plans that align with the College’s mission and strategic objectives. The position oversees the administration of network infrastructure, cybersecurity, management information systems, telecommunications, and computing resources across all campuses. Additionally, it ensures the effective delivery of IT services and technical support, optimizing system performance, security, and user experience. This role also manages IT budgeting, compliance, and vendor partnerships while leading a high-performing IT team dedicated to innovation, efficiency, and continuous improvement. Job Responsibilities of the Director of Information Technology (IT): Leadership, Strategic Planning, and Policies Development - Provides visionary leadership and strategic direction for IT initiatives that support the College’s academic, administrative, student, and infrastructure technology needs. Develops and maintains the College Information Technology Plan, outlining annual action steps and overseeing implementation. Collaborates with senior administration to establish project priorities, allocate resources, and coordinate with external vendors for seamless execution. Leads complex, college-wide IT projects, ensuring effective integration of technology. Represents NETC on Information System Managers Peer Group. Network, Infrastructure, and IT Security Management - Manages the design, upkeep, and security of the campus network, including LAN, WAN, and Wi-Fi. Oversees the installation, configuration, and maintenance of servers, ensuring optimal performance and reliability. Implements firewalls, VPNs, and security protocols to safeguard institutional data. Monitors system performance, uptime, and redundancy to support uninterrupted operations. Directs the management of telephone services and data center operations across all campuses, ensuring regular upgrades, maintenance, and backups are performed efficiently. Develops and enforces cybersecurity protocols, including penetration testing, vulnerability assessments, and threat analysis. Implements and manages multi-factor authentication (MFA) and other security controls to protect institutional systems. Ensures compliance with cybersecurity regulations and best practices to mitigate risks and enhance data protection. IT Hardware, Software, and Support - Leads the selection, installation, networking, support, troubleshooting, maintenance, and repair of all College technology. Manages the IT service and support request process, ensuring prompt issue resolution and identifying opportunities to enhance efficiency. Directs the evaluation, implementation, and management of software solutions and telecommunications services to optimize institutional operations. Develops and maintains disaster recovery plans to ensure business continuity and data protection. Budgeting, Compliance, and Vendor Management - Oversees the IT department budget, ensuring strategic and cost-effective technology investments that align with institutional goals. Optimizes resource allocation across hardware, software, and IT services to maximize efficiency and impact. Ensures all IT expenditures and services directly support student success, faculty needs, and institutional priorities, while maintaining fiscal responsibility and transparency. Ensures compliance with state, federal, and accreditation regulations (e.g., FERPA, HIPAA, GLBA, ADA, etc.). Oversees purchasing, licensing, and maintenance of IT resources. IT Team Leadership and Management - Leads and mentors IT staff, fostering professional development and a high-performance team culture. Establishes departmental goals to drive efficient service delivery and continuous improvement. Directs IT personnel management, including hiring, evaluation, and oversight of full-time, part-time, and contractual staff. Supervises temporary and project-based personnel to ensure successful execution of special initiatives. Responds to after-hours calls and work as necessary. Other Duties - Performs other duties as assigned. State Minimum Requirements: A bachelor's degree in communications, business administration, computer science (information technology), mathematics, statistics; management information science or a related field and experience in telecommunications, data processing and/or information technology. Relevant experience may be substituted for bachelor's degree on a year-for-year basis. Must have valid driver's license. NETC Preferred Requirements: A bachelor's degree in communications, business administration, computer science (information technology), mathematics, statistics; management information science or a related field and three (3) years experience in telecommunications, data processing and/or information technology. Relevant experience may be substituted for bachelor's degree on a year-for-year basis. Knowledge of the principles and techniques of planning programs and work activities in an information technology environment. Ability to plan and supervise the implementation of short and long-range information technology based activities and objectives. Ability to plan, organize, direct and review the work of technical personnel. Ability to provide leadership to senior level personnel. Ability to establish and maintain working relationships with users, technical staff, management, vendors and others. Knowledge of the needs and priorities of the agency. The employee must work independently and exercise discretion because of the confidential nature of the data and the highly technical nature of the job duties. The employee has full responsibility for academic and administrative computer services and telecommunications on all college campuses. May need to travel out of state for training; overnight travel may also be necessary. May be required to lift IT hardware up to approximately 25 pounds.
