C/CAG, the City and County Association of Governments of San Mateo County, a Joint Powers Authority, is seeking qualified candidates for the position ofTransportation Systems Coordinator - Climate/Energy.

 
Transportation Systems Coordinatorsplan, organize, and coordinate activities and programs related to the Congestion Management Program in San Mateo County. This Climate/Energy position plays a prominent role in C/CAG's leadership on climate, energy, and transportation efforts, driving both planning and implementation across San Mateo County.

In addition, Transportation Systems Coordinators provide technical and administrative support to the City/County Association of Governments (C/CAG) and its committees on transportation and climate issues. Responsibilities include agenda planning, presentations, research and policy recommendations.  The Transportation Systems Coordinators also coordinate projects with the cities within the County, the County Sustainability Department and regional and state partners. This role requires a dedicated professional committed to addressing climate action, the building energy transition, conservation of potable water supplies, transportation, equity, and C/CAG’s legislative initiatives. 

 

C/CAG

The City/County Association of Governments of San Mateo County (C/CAG) is a joint powers agency whose members include the County of San Mateo and the twenty (20) incorporated cities and towns within San Mateo County.  C/CAG is governed by a 21-member Board of Directors and is advised by nine standing committees.  C/CAG is the designated Congestion Management Agency (CMA) in San Mateo County, also known as the County Transportation Agency (CTA), the Airport Land Use Commission, and the Countywide Stormwater Pollution Prevention Program Manager.

C/CAG was initially formed to address common issues among members, to adopt and implement state mandated countywide plans and programs including Congestion Management, Airport Land Use Compatibility, and integrated solid waste management.  Over time, it has evolved to address several additional issues that affect the quality of life of the community, including transportation planning and sustainable communities, stormwater runoff, transportation/housing linkage, and climate change. C/CAG provides a collaborative forum for all jurisdictions in San Mateo County to pursue our goals for a safe, equitable, and accessible multi-modal transportation network and an environmentally sustainable, climate resilient future.

  • A degree in Transportation, Planning, Civil Engineering, Public Administration, or related field is preferable.

 

The ideal candidatewill also have the ability to:

  • Develop, coordinate, promote, monitor, and evaluate climate and energy, transportation, resource conservation, or equity programs.
  • Serve as subject matter expert for member agencies, stakeholders, businesses and community groups.
  • Ensure compliance with federal, state and local environmental mandates, laws, codes, rules, regulations, and agreements.
  • Monitor industry trends, regulations, and emerging climate and energy technologies to inform policy and stakeholder education. 
  • Adept at collaborative problem solving to educate and support multiple stakeholders in climate and energy solutions.
  • Interpret and synthesize legislative documents, policy reports, and data to inform decision-making.

 

Examples Of Duties

 

Duties may include, but are not limited to, the following:

  • Support and lead C/CAG’s energy efficiency and related transportation efforts, including but not limited to the San Mateo County Energy Watch and Regional Climate Action Planning Suite (RICAPs) countywide climate collaborative programs. 
  • Direct, coordinate, and monitor the work of consultants and serve as a liaison for C/CAG, including contract negotiation and invoice processing.
  • Procure, manage, direct, and monitor consultant services. 
  • Represent C/CAG in meetings and interactions with the regional planning agency, the State Department of Transportation, and Bay Area congestion management agencies.
  • Interpret and implement rules and regulations.
  • Provide highly complex staff assistance to senior level management.
  • Participate in the development and implementation of program goals, objectives, policies, procedures, and priorities.
  • Maintain an effective working relationship with a variety of public and private organizations, including other County departments, agencies, and the twenty cities in San Mateo County
  • Assist in the development of County-wide transportation and energy efficiency priorities and implementation strategies.
  • Assist in advocating for funding to support comprehensive transportation programs.
  • Monitor and analyze local, state, and federal legislation related to transportation, climate, and infrastructure. Prepare reports and recommendations for leadership, and support advocacy efforts by drafting position letters and coordinating stakeholder engagement. 
  • Advise legislators of the official position on legislation taken by C/CAG and maintain liaison with officials in the Legislative and other governmental jurisdictions to further the interests of C/CAG in such matters.
  • Apply for and administer grants and manage grant-funded projects.
  • Maintain and track program and project and program budgets.
  • Perform related duties as assigned.

Qualifications

 

Education and Experience:

 

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. 

 

  • A typical way to qualify is three years of increasingly responsible managerial experience preferably in the transportation field. 

     

Knowledge of:

 
  • Principles and practices of public administration and program management, including transportation planning, implementation, and evaluation.
  • Principles and practices of contract negotiation, preparation, and administration.
  • Pertinent local, state, and federal laws, rules, regulations, and enforcement procedures.
  • Practices and procedures as applied to the analysis and evaluation of programs, policies, and operational needs.
  • Basic principles and practices of the County's operations and its administration and organization.


Skill/Ability to:

 
  • Research, analyze, and make recommendations on administrative and management practices and procedures.
  • Perform transportation planning and programming.
  • Communicate effectively both orally and in writing to diverse audiences.
  • Prepare comprehensive administrative, fiscal, and technical reports and correspondence.
  • Establish and maintain effective and cooperative working relationships with others contacted in course of performing assigned responsibilities.
  • Integrate a variety of activities and services to achieve program goals, objectives, and priorities.
  • Apply principles and techniques of community organization.

Anyone may apply.  Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, or extra-help/limited term position prior to the final filing date will receive five points added to their final passing score on this examination.
